No, it is not 'Pay To Win' as there is really nothing to actually 'win'. A subscription is highly recommended, though. One full year for $100 is a pretty good bargain as you get cash shop currency with the subscription. Purchasing expansions is still a bit wonky, though but you can buy them with the same cash shop currency.
LOTRO is NOT "Pay to Win". Can Call it Pay to Advance. If you didn't buy the quest packs and the expansions you would have a difficult time to making it to level 100. LOTRO does not have any better gear in the TP store and crafting is free to everyone. There is no advantages that you can buy over players that don't pay.
This game is 100% pay to win, no question. Paying a subscription gives you an exp boost, a very much necessary crafting pouch that should be included with the base game, "crowns", which are the store currency. NOTHING in the game store can be bought with gold, BTW.
